<span style="font-family: ARIAL,SANS SERIF; color: #303030; font-size: x-small;">Angry residents are launching an island-wide protest to stop a &#8220;disgusting&#8221; beach bar ruining the island&#8217;s &#8220;most pristine beach.&#8221;</p>
<p>Residents have joined forces with Bermuda Environmental and Sustainability Taskforce (BEST) to fight the controversial bar and restaurant at Warwick Long Bay.</p>
<p>On-site protests, petitions and public meetings are all in the pipeline &#8220;to raise everyone&#8217;s attention to what is happening.&#8221;</p>
<p>Abut 40 residents and BEST - who are expected to call themselves the Warwick Long Bay Action Group - attended a meeting on Wednesday evening ready to go &#8220;full steam ahead with their protest.&#8221;</p>
<p>They are warning developer Belcario Thomas, who has been given the go-ahead for his controversial proposal, that he has a fight on his hands.</p>
<p>Entrepreneur Mr. Thomas believes the bar, which will be on temporary wooden decking above the sand dunes, will &#8220;broaden the offerings&#8221; to tourists at a time the island needs it most.</p>
<p>But residents believe it&#8217;s a &#8220;disgusting example of how making money is more important than preserving our heritage.&#8221; Warwick West MP Mark Pettingill said: &#8220;The residents have a number of valid concerns regarding the environment, noise and traffic and they don&#8217;t think they have been heard.</p>
<p>&#8220;All they can do now is protest, they are determined to make sure all roads have been exhausted.&#8221;</p>
<p>He added: &#8220;Their paramount concern is that because of the nature of the small island, we need to preserve the natural state of our land.</p>
<p>&#8220;There&#8217;s a fine line between preservation and progress in the name of tourism. Once natural beauty has gone, it&#8217;s gone, it can&#8217;t be brought back.&#8221;</p>
<p>Plan of action</p>
<p>A 37-year-old local resident, who didn&#8217;t want to be named, said they had called on the expertise of BEST to &#8220;develop a plan of action.&#8221;</p>
<p>She said: &#8220;We cannot just sit by and let it happen, we will make our voices heard.</p>
<p>&#8220;The next step is to organize petitions, town hall meetings and on-site protests.</p>
<p>&#8220;We aren&#8217;t going to let this go, we are going to make sure everyone knows just what is happening.</p>
<p>&#8220;And this isn&#8217;t just about local residents, it&#8217;s an island-wide issue, it affects everyone as it could be the start of things to come.&#8221;</p>
<p>About 100 residents launched a collective objection to the original planning application, which was stalled after the Development Application Board (DAB) decided it breached regulations. However, the developers appealed and Environment Minister Glenn Blakeney ruled in their favour.</p>
<p>The mom, who lives near Warwick Long Bay, said it was now &#8220;full-steam ahead with getting the word out there.&#8221;</p>
<p>She added: &#8220;We are extremely disappointed that the minister granted permission without giving any real reasoning and despite the advice of experts.</p>
<p>&#8220;Residents have been opposed to this development from the inception and we have taken all the correct channels of action that were open to us. We won&#8217;t let this happen&#8221;</p>
<p>Environmentalist Stuart Hayward, said BEST and residents agreed that &#8220;education and information&#8221; was needed.</p>
<p>He said: &#8220;We brainstormed our options and all ideas were put on the table.</p>
<p>&#8220;The residents are ready to launch a campaign and have each agreed on different tasks to alert the public to what is going on.&#8221;</p>
<p>Mr. Hayward, who helped residents stop the Southlands development nearby in Warwick, added: &#8220;This is the most pristine beach in Bermuda&#8217;s arsenal of tourist attractions.</p>
<p>&#8220;Some tourists don&#8217;t want to see alcohol and litter on a beach, they want a restful vacation without any commercial activity.</p>
<p>&#8220;We are drawing the line here as if they honour commercial use on this beach, it will throw open the door for others to follow.&#8221;</p>
<p>Deborah Titterton-Narraway, who lives near Warwick Long Bay, called it &#8220;totally the wrong location&#8221; and said she would prefer existing beach bars to be &#8220;utilized to the best of their ability.&#8221;</p>
<p>The mom-of-two uses Warwick Long Bay &#8220;all the time&#8221; with her family and doesn&#8217;t want its natural beauty to be destroyed.</p>
<p>Mrs. Titterton-Narraway said: &#8220;It&#8217;s a totally natural environment, you can walk the dog along the trails and you pass horses or the regiment marching. All that would be affected by a business being there.</p>
<p>&#8220;The reason Warwick Long Bay beach is so popular because it is natural and quiet. The people who use this beach do so to avoid the tourist attraction at Horseshoe Bay, Tobacco Bay and Snorkel Park.</p>
<p>&#8220;People should be free to choose a public beach with a restaurant or one without.&#8221;</p>
<p>Mrs. Titterton-Narraway is most worried about the level of noise, as residents are already disturbed by beach parties and events on the beach in the summer, and safety as the beach has an extreme drop off of the sand level and also a strong current.</p>
<p>She said: &#8220;The level of noise coming from the music and bar customers is a huge concern. Sounds travel, especially at night. We are already fighting someone else&#8217;s noise and it&#8217;s not pleasant.&#8221;</p>
<p>Developer Mr. Thomas and Minister Blakeney were not available for comment.</p>

If its rank, supported by laws and regulations, cannot protect this special beach from commercial development, then no beach is safe. </span></div>

<p style="margin-bottom: 9.75pt; margin-left: 0in; margin-right: 0in; text-align: justify;"><span style="font-size: 10pt; font-family: 'Verdana','sans-serif';">The Bermuda  Environmental and Sustainability Taskforce (BEST) has submitted several  objections and recommendations to Government, which include tighter rules for  Special Development Orders, greater advertisement of planning applications, and  a team of environmental consultants for the Development Applications  Board.</span></p>
<p style="margin-bottom: 9.75pt; margin-left: 0in; margin-right: 0in; text-align: justify;"><span style="font-size: 10pt; font-family: 'Verdana','sans-serif';">Among its main  concerns however, are the removal of Open Space Reserve zoning for parkland and  &#8216;Compact Lot&#8217; zoning, which BEST claims will allow for higher density  housing.</span></p>
<p style="margin-bottom: 9.75pt; margin-left: 0in; margin-right: 0in; text-align: justify;"><span style="font-size: 10pt; font-family: 'Verdana','sans-serif';">BEST chairman  Stuart Hayward warned: &#8220;Parklands no longer have a conservation area zoning so  it means they could be open for development, and that is highly  significant.&#8221;</span></p>
<p style="margin-bottom: 9.75pt; margin-left: 0in; margin-right: 0in; text-align: justify;"><span style="font-size: 10pt; font-family: 'Verdana','sans-serif';">The organisation is  also calling for the removal of Tourism zoning from the Southlands estate,  following the transfer of the Jumeirah Southlands hotel project to Morgan&#8217;s  Point.</span></p>
<p style="margin-bottom: 9.75pt; margin-left: 0in; margin-right: 0in; text-align: justify;"><span style="font-size: 10pt; font-family: 'Verdana','sans-serif';">Among its other  objections is opposition to greater building heights in commercial centres  across the Island.</span></p>
<p style="margin-bottom: 9.75pt; margin-left: 0in; margin-right: 0in; text-align: justify;"><span style="font-size: 10pt; font-family: 'Verdana','sans-serif';">In a statement  yesterday, BEST praised planners who drafted the Plan, as doing &#8220;a sterling job  in terms of making the Draft more understandable for the lay person&#8221;. However,  the group raised the following objections:</span></p>
<p style="margin-bottom: 9.75pt; margin-left: 0in; margin-right: 0in; text-align: justify;"><span id="more-121"></span></p>
<p style="margin-bottom: 9.75pt; margin-left: 0in; margin-right: 0in; text-align: justify;"><span style="font-size: 10pt; font-family: 'Verdana','sans-serif';">* &#8220;Bermuda&#8217;s  parklands must not lose existing protection: The Draft Bermuda Plan 2008  outlines the objective of &#8216;protecting sufficient land as amenity parkland for  the passive and active recreational enjoyment of the public&#8217;. In failing to  continue to zone these areas as Open Space Reserve, the Draft Bermuda Plan 2008  removes from existing and future National Parks of Bermuda the protections  previously afforded to them under the Bermuda Plan 1992.</span></p>
<p style="margin-bottom: 9.75pt; margin-left: 0in; margin-right: 0in; text-align: justify;"><span style="font-size: 10pt; font-family: 'Verdana','sans-serif';">&#8220;BEST requests that  the zoning map be amended so that all areas zoned &#8216;Park&#8217; should continue to also  be zoned &#8216;Open Space Reserve&#8217; as they had previously been zoned in the Bermuda  Plan 1992.&#8221;</span></p>
<p style="margin-bottom: 9.75pt; margin-left: 0in; margin-right: 0in; text-align: justify;"><span style="font-size: 10pt; font-family: 'Verdana','sans-serif';">* &#8220;&#8216;Compact Lot&#8217;  zoning means pockets of high density housing: BEST objects to the proposed  creation of the &#8216;Compact Lot&#8217;. It is our understanding that this is new  terminology that allows for subdivision of land where a lot may now be created  in Residential Zone 1 which is between 3,500 to 4,500 sq ft. In the previous  Plan a minimum lot size was defined as 6,000 sq ft for a detached house, and all  lots sized less than this were considered &#8216;undersized&#8217;.</span></p>
<p style="margin-bottom: 9.75pt; margin-left: 0in; margin-right: 0in; text-align: justify;"><span style="font-size: 10pt; font-family: 'Verdana','sans-serif';">&#8220;It is obvious that  the provision of &#8216;compact lots&#8217; will contribute to increased density of housing  in Bermuda. We note that the Draft Bermuda Plan 2008 reduces the minimum setback  permissible from 10 ft to a minimum of 6 ft in a &#8216;compact lot&#8217;. This has the  effect of reducing space between detached homes from 20 ft to 12 ft, which is a  significant reduction of 40 percent.&#8221;</span></p>
<p style="margin-bottom: 9.75pt; margin-left: 0in; margin-right: 0in; text-align: justify;"><span style="font-size: 10pt; font-family: 'Verdana','sans-serif';">* &#8220;Building height  relaxation in commercial centres adds to density-related problems: BEST objects  to the proposed increase of the maximum building heights in the Shelly Bay, new  Brighton Hill, new Paget Plaza, Warwick Central, Riddell&#8217;s Bay, Collector&#8217;s  Hill, Paget Central and Somerset Road neighbourhood commercial centres on  various grounds, including impact on conservation/protection areas, increased  traffic and pedestrian safety.</span></p>

<p style="margin-bottom: 9.75pt; margin-left: 0in; margin-right: 0in; text-align: justify;"><span style="font-size: 10pt; font-family: 'Verdana','sans-serif';">&#8220;These areas are of  special environmental and social significance, and value to the  community.&#8221;</span></p>
<p style="margin-bottom: 9.75pt; margin-left: 0in; margin-right: 0in; text-align: justify;"><span style="font-size: 10pt; font-family: 'Verdana','sans-serif';">* &#8220;Southlands needs  zoning changes to ensure protection: BEST objects to the current zoning  designation of the property known as &#8216;Southlands&#8217;. We respectfully submit that  those areas currently zoned &#8216;Tourism&#8217; should be rezoned as National Park, Open  Space and Nature Reserve to reflect the stated Government intention for this  property and the express will of the Bermudian public.</span></p>
<p style="margin-bottom: 9.75pt; margin-left: 0in; margin-right: 0in; text-align: justify;"><span style="font-size: 10pt; font-family: 'Verdana','sans-serif';">&#8220;Additionally, a  woodland buffer zone between the area to the north, zoned Residential 1, and the  greater Southlands property, should be established.&#8221;</span></p>
<p style="margin-bottom: 9.75pt; margin-left: 0in; margin-right: 0in; text-align: justify;"><span style="font-size: 10pt; font-family: 'Verdana','sans-serif';">BEST also  recommends more transparency in the planning applications process, with the  posting of &#8220;prominent public notices&#8221; being compulsory, particularly concerning  public land, open space and community areas.</span></p>
<p style="margin-bottom: 9.75pt; margin-left: 0in; margin-right: 0in; text-align: justify;"><span style="font-size: 10pt; font-family: 'Verdana','sans-serif';">The organisation  also calls for a board of environmentalists to be added to the DAB&#8217;s  consultation list whenever a conservation zone or large-scale development is  being considered.</span></p>
<p style="margin-bottom: 9.75pt; margin-left: 0in; margin-right: 0in; text-align: justify;"><span style="font-size: 10pt; font-family: 'Verdana','sans-serif';">BEST also wants to  see tighter rules for the use of SDOs. &#8220;SDOs can and often do have the effect of  bypassing the due process and transparency of applications made to the  Department of Planning,&#8221; says BEST.</span></p>
<p style="margin-bottom: 9.75pt; margin-left: 0in; margin-right: 0in; text-align: justify;"><span style="font-size: 10pt; font-family: 'Verdana','sans-serif';">All planning  applications since June 6 have been subject to the Planning Statement and Zoning  Maps of the Draft Bermuda Plan 2008.</span></p>
<p style="margin-bottom: 9.75pt; margin-left: 0in; margin-right: 0in; text-align: justify;"><span style="font-size: 10pt; font-family: 'Verdana','sans-serif';">Following the  four-month consultation period, any objections will go before a public inquiry  to be chaired by a tribunal. Environment Minister El James will then review the  tribunal&#8217;s report and present the final Plan before Parliament.</span></p>
<p style="margin-bottom: 9.75pt; margin-left: 0in; margin-right: 0in; text-align: justify;"><span style="font-size: 10pt; font-family: 'Verdana','sans-serif';">The Bermuda Plan  2008 will then guide all development until 2015. It is the first overhaul of  land use and planning regulations on the Island in 16 years.</span></p>

			<content:encoded><![CDATA[<div><span style="font-family: Century Gothic; color: #000000;"><strong></strong>On June 6th, 2008, the Draft Bermuda Plan 2008 became the  operative development plan for Bermuda and will replace the 1992 Plan.   It is,  however, subject to a four month public consultation period which will end on  October 3rd 2008.</p>
<p>This new development plan will govern land-use and  development regulations for at least the next 10 years, and so we each have an  opportunity to review the plan and to lodge our comments or objections on the  appropriate &#8216;public consultation form&#8217; before that deadline date in October.   Sadly, the response has been very slow; far slower than that of the 1992 plan.   It is up to us to change that.</p>
<p>At a minimum we should each be looking at  our own property in this Plan, to note any zoning changes or alterations. We  should also look at parklands, playgrounds school lfields, sports fields and  nature reserves in our area to check that their zonings havne&#8217;t been changed. <p class="MsoNormal" style="text-align: justify">Among the opening Plenary Keynote speakers were the Prime Minister and the Environment Minister of Grenada. Also attending and presenting were the German and Austrian Ambassadors to the region.</p>
<p class="MsoNormal" style="text-align: justify"><o:p> </o:p></p>
<p class="MsoNormal" style="text-align: justify">All presentations and the proceedings of the conference will eventually be posted on the website of the Caribbean Environmental Health Institute (CEHI), the primary host organisation for the conference.</p>
<p class="MsoNormal" style="text-align: justify"><o:p> </o:p></p>
<p class="MsoNormal" style="text-align: justify">My own paper on Tourism and the Changing Climate (attached), focused on water supply and demand, and our cultural water conservation, then and now. There was much interest in details of our collection and storage.</p>

<p class="MsoNormal" style="text-align: justify">The morning of the first day I was invited to join an Eco-Health Assessment Law Project Workshop. This group is conducting Environmental Impact assessment (EIA) case studies in the western hemisphere with a view to setting standards for the conduct of EIAs. The lead legal counsel for the team, Maya Prabhu (an MD and lawyer who is now pursuing PhD in psychiatry), offered to look at our (BESTâ€™s and Bermudaâ€™s) EIA needs with a view to getting pro-bono help for us.</p>
<p class="MsoNormal" style="text-align: justify"><o:p> </o:p></p>
<p class="MsoNormal" style="text-align: justify">At the Plenary session that first night, speakers of interest were:</p>

<p class="MsoNormal" style="text-align: justify; text-indent: -27pt"><strong>Dr. Keith Mitchell</strong> (Prime Minister, Grenada) Caribbean islands must develop a sustainable architecture to cope with the expected increase in hurricanes. We must adapt our technologies to sustain our water supply. Grenadaâ€™s energy budget soaring = unsustainable â€” must go solar to kick the carbon habit. We must reduce waste and recapture those resources (â€œresource recoveryâ€ as opposed to â€œwaste managementâ€).</p>
<p class="MsoNormal" style="text-align: justify"><o:p> </o:p></p>
<p class="MsoNormal" style="text-align: justify">We are passengers on the road to solutions and must not be sidetracked (by superficial values). â€œWe must turn our weaknesses into strengths.â€ â€œIf we fail to plan we will be planning to fail.â€</p>
<p class="MsoNormal" style="text-align: justify"><o:p> </o:p></p>
<p class="MsoNormal" style="text-align: justify">We must not become victims of GCC</p>
<p class="MsoNormal" style="text-align: justify"><o:p> </o:p></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27pt"><strong>Dr. Sharunda Buchanan </strong>(<span lang="EN">Dir., Div. of Emergency and Envtâ€™l Services, Natâ€™l Center for Envtâ€™l Health, Centers for Disease Control and Prevention, USA</span>) said the events linked to climate change include heat waves, intense and more frequent precipitation events; tropical cyclones; drought; extremely high sea levels; thus it was <u>global </u>climate change. She spoke of the essential responsibilities of public health services with the onset of Global Climate Change (GCC), in particular the predictable links between GCC and health issues, e.g. mosquitoes migrating northwards. GCC must become a mainstream issue because it affects everyone, though not equally.</p>
<p class="MsoNormal" style="text-align: justify"><o:p> </o:p></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27pt"><strong>Austrian</strong> <strong>Ambassador </strong><strong><span lang="EN">Dr. Irene Freudenschuss-Reichl </span></strong><span lang="EN">(Dir. Gen., Austrian Devt. Corporation, Austrian Ministry for European and International Affairs)</span> declared that current energy policies are not sustainable. The goals of developing countries cannot be achieved without access to affordable energy. She announced that her country was convening a Global Forum on Sustainable Energy, and invited states and organisations to join. Austria wants to establish Vienna as a center for energy discussions â€” spearheading a global energy assessment that must include SIDS. &lt;<a href="http://www.gfse.at/">www.gfse.at</a>&gt;. Her theme was that there must be an integrated approach, not just looking to replace one energy source with another.</p>
<p class="MsoNormal" style="text-align: justify">Need for values that put humans at the forefront; that avoid injustice. We must develop an acute awareness globally that there is only one earth for all of us.</p>
<p class="MsoNormal" style="text-align: justify"><o:p> </o:p></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27pt"><strong>Dr. Neville Trotz </strong>(<span lang="EN">Caribbean Community Climate Change Centre (CCCCC))</span><strong><span lang="EN"> </span></strong>[my favourite speaker, made several presentations. I have grouped his comments all together]. Dr. Trotz provided the most up-to-date and comprehensive data and analyses on GCC trends in the Caribbean/Mid-Atlantic region: sea surface temperature, sea level, snow cover, global mean temperature, glacial and polar ice melt â€” weâ€™re living in a warmer world. He concludes that even if we were to halt emission of greenhouse gases right now, the effects will continue. We must therefore add adaptation strategies to our efforts to reduce g/house gases. He is engaged in a â€œSpecial Project for Adaptation to Climate Changeâ€ (SPAC): Build capacity for adaptation; Define risks; integrate climate info in planning and policy (e.g. coastal development, making use of â€œgreywaterâ€, increasing efficiency in all resource use)</p>
<p class="MsoNormal" style="text-align: justify"><o:p> </o:p></p>
<p class="MsoNormal" style="text-align: justify">Among his findings:</p>
<p class="MsoNormal" style="text-align: justify"><o:p> </o:p></p>
<p class="MsoNormal" style="text-align: justify">* The last 12 years are the warmest ever recorded in the region;</p>
<p class="MsoNormal" style="text-align: justify">* Changing rainfall patterns are resulting in more floods and droughts (Guyana recently experienced 6 months worth of rain in one week. In Belize, pine forest beetles thriving in dry/warm and devastating the forests â€” dry heat = forest fires then soil washes out and settled on coral reefs.);</p>
<p class="MsoNormal" style="text-align: justify">* The intensity of rain events up 3% now; expect up 20% by 2050;</p>
<p class="MsoNormal" style="text-align: justify">* Elevated Caribbean Sea temperatures = stronger storms at lower latitudes (Brazil);</p>
<p class="MsoNormal" style="text-align: justify">* Data shows correlations between sea surface temperatures and hurricane formation;</p>
<p class="MsoNormal" style="text-align: justify">* Data shows more rapid transitions to category 4 &amp; 5 hurricanes;</p>
<p class="MsoNormal" style="text-align: justify">* Data shows warmer water at greater depths, which allows successive storms to repeat tracks of prior storms. (Whereas before, the passage of a storm would transfer the heat energy so that another big storm would not likely form in the same area very soon, now a single storm doesnâ€™t dissipate the heat energy);</p>
<p class="MsoNormal" style="text-align: justify">* Data shows the effect of temperature change on fish populations, e.g. some species are migrating north, out of Caribbean (parrotfish and mahi-mahi);</p>
<p class="MsoNormal" style="text-align: justify"><o:p> </o:p></p>
<p class="MsoNormal" style="text-align: justify">He notes that the region is highly carbon intensive and therefore less competitive. Alongside reducing our carbon footprint we must focus our tactics on adaptation (energy is at the core). One example of revised thinking would be to consider the Caribbean Sea as a biological corridor (leatherback &amp; hawksbill turtles have entire area as habitat).</p>
<p class="MsoNormal" style="text-align: justify"><o:p> </o:p></p>
<p class="MsoNormal" style="text-align: justify">Points of interest on energy from other Plenary speakers:</p>
<ul style="margin-top: 0in" type="disc">
<li class="MsoNormal" style="text-align: justify">Upwards of 97% of the Caribbean regionâ€™s energy is      based on oil;</li>
<li class="MsoNormal" style="text-align: justify">Sea level rise WILL affect hotels [David Wingate has      noted 6â€ rise in his lifetime);</li>
<li class="MsoNormal" style="text-align: justify">Tourism has major effect on GCC (Air traffic is one      of prime contributors to GCC = 5-10%). Tourists and tourism destinations      have a joint responsibility for tourism contributions to GCC;</li>
<li class="MsoNormal" style="color: red; text-align: justify"><span style="color: windowtext">The way forward is      through </span>energy conservation and efficiency (current methods of      conversion from oil to electricity = 70% loss). There is a joint      responsibility (tourists and hosts) move to <strong><u>carbon neutrality.</u></strong><o:p></o:p></li>
<li class="MsoNormal" style="text-align: justify">Electric companies must allow individual electric      producers to feed their surplus into the national grid (mobilize      communities to make this happen).</li>
<li class="MsoNormal" style="text-align: justify">Much technology exists; what is missing is the      political vision and will.</li>
</ul>

<p class="MsoNormal" style="text-align: justify; text-indent: -27pt"><strong>Natalie DaBreo </strong>(Caribbean Renewable Energy Development Programme <span>(CREDP/GTZ) Project, St. Lucia)</span>: is conducting a pilot energy efficiency (ee) project to reduce household energy use in a sample group by 10-15%. Will hold training workshops on ee practices. Seeking to change some of their practices for local economic and global benefit</p>

<p class="MsoNormal" style="text-align: justify; text-indent: -27pt"><strong>Senator Elizabeth Thompson </strong>(Recipient of the UNEP Champions of the Earth Award Recipient 2008, Barbados): Todayâ€™s oil companies are reminiscent of tobacco companies, claiming thereâ€™s â€œno problemâ€. However, the global rate of oil consumption is unsustainable (we are consuming 3 barrels for every one being extracted).</p>
<p class="MsoNormal" style="text-align: justify"><o:p> </o:p></p>
<p class="MsoNormal" style="text-align: justify">One generationâ€™s monuments are the mausoleums of future generations. We must explore the ethics of trying to justify our pleasure at the expense of the existence of future generations. Food prices are already up by 70%. Brazil, one of the few countries with the space to spare for fuel-producing crops, is 46% fueled by ethanol. Shunting food cropland to fuel cropland creates other problems. The US is selling corn on the energy market (rather than as food supply).</p>

<p class="MsoNormal" style="text-align: justify; text-indent: -27pt"><strong><span lang="EN">Thomas Scheutzlich</span></strong><span lang="EN"> (CREDP/GTZ Project, St Lucia)</span>: few SIDS have energy policies or strategies â€“ this is to often left in hands of the utilities. In effect, policy, forecasting, planning and production of energy have been privatised. There is much talk of alternative sources (and people hawking wind, waste to energy, etc.) but <span style="color: red">energy efficiency (largely an untapped resource) has greatest potential: no investment or changes in policy needed.<o:p></o:p></span></p>

However, incineration â€œsolvesâ€ one problem by creating two others, toxic ash and air emissions. Seven out of ten Caribbean Islands are using med-waste incineration. Four of the seven are working reliably. He currently leads a Caribbean eco-health program ($1.6m 4-year grant) to study POPS, Burden of Illness; microbial contamination of rainwater; and bathing water and coastal water environments. Questions whether storage cisterns will provide good quality water?</p>

In Feb 07 general feed into grid from his home was 1:1 (his house uses 18kwh/day and his PV units averaged the same).</p>
<p class="MsoNormal" style="text-align: justify">An â€œInterconnection Policyâ€ for Grenada signed in May 08 sets out parameters for household withdrawal from and feed into the grid.</p>
<p class="MsoNormal" style="text-align: justify">Advantage: every consumer can decide to do something, versus big investment required by wind or oil or nuclear. At current rates paid for itself in 8 years <span style="font-family: Wingdings"><span>Ã </span></span> 6yrs.</p>
<p class="MsoNormal" style="text-align: justify">Another advantage: PV powered devices can be used after disasters, usually far more quickly than power can be restored to the grid.</p>
<p class="MsoNormal" style="text-align: justify"><o:p> </o:p></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27pt"><strong>Maikel Obeiki</strong> (EcoTech): Promoted solar heating &amp; cooling. Solar heating can supply 75% of water heating/cooling needs. Hot water is stored in large insulated tanks and used when needed. Electricity &amp; gas can be integrated into solar system. Solar cooling provides a/c for office buildings and public spaces (airports). Combined systems for hotels, housing complexes &amp; domestic (not so efficient). Can be used for industrial pre-heating or pre-chilling.</p>

<p class="MsoNormal" style="text-align: justify; text-indent: -27pt"><strong>Jon Lane</strong>: Economic and social benefits of improved sanitation. [<span style="color: blue">While the information was of interest, the content would likely be useful only in the context of providing assistance to other countries, as Bermudaâ€™s level of sanitation surpasses the levels discussed.</span>]</p>

<p class="MsoNormal" style="text-align: justify">For tourism destinations, health and safety are paramount.</p>
<p class="MsoNormal" style="text-align: justify">Other key sanitation issues:</p>

<p class="MsoNormal" style="text-align: justify">This year = Intâ€™l year of sanitation by UN to raise profile of sanitation</p>

<p class="MsoNormal" style="text-align: justify">Every household originally provided with 5 blue bags â€“ must purchase their own after that. Once a week pick up of recyclables (bottles &amp; cans). Private contractor for collection = $475k/yr collection cost contract. Eastern half of the Island does more. Total collection = 1,475 tons /yr from 23k households.</p>
<p class="MsoNormal" style="text-align: justify"><o:p> </o:p></p>
<p class="MsoNormal" style="text-align: justify">Facility capacity =10tons/hr; occasionally run at 7 tons/hr. Take advantage of reduced shipping rates back to US. Government brokers prices â€“ steel &amp; tin prices rising. Glass crushed and used for golf courses and tarmac. Batteries (private pickup/delivery) packed into â€˜20ydâ€™ containers for shippingâ€™. In 2008, 20 containers shipped. Lead prices have recently tripled = revenue generating. Air-conditioners shipped intact â€“ 18 containers so far this year. E-waste not collected; drop-off = two containers received this year.</p>
<p class="MsoNormal" style="text-align: justify">Looking into markets for ferrous, non ferrous, white goods, vehicles (has put out rfp)</p>

<p class="MsoNormal" style="text-align: justify">Not recycling paper or plastic (incinerator needs these for calorific value). Looking at possibility of recycling rubber.</p>

Windpower industry is growing at 30% /year. The current state of windpower technology: achieve nominal power at wind speeds of 12m/sec; survival speed is 170 mph. They are massive structures. A 2-3kw plant has a 125-meter diameter â€œwingspanâ€. The tower heights average 100 meters. One blade weighs 20 tons. The tower head mass weighs 550 tons.</p>

<p class="MsoNormal" style="text-align: justify; text-indent: -27pt"><strong>Andrea Jordan</strong> (Newcastle University, UK) Gasification uses biomass (waste, coco husks, sugarcane waste) and produces â€œsyngasâ€. CO2, CH4, H2 are â€œby-productsâ€. <span style="color: blue">[In my view, we should steer clear of alternatives that add to the Earthâ€™s load of greenhouse gases.]</span></p>

<p class="MsoNormal" style="text-align: justify; text-indent: -27pt"><strong>Cletus Springer</strong> (Director, Dept of Sustainable Development, Organisation of American States (OAS)) doing work on valuing the environment. Replacement of mangroves by shrimp farms, for example, is looked at as economic replacement for agriculture. Actually, it is an environmental downgrade. Need for quantifiable environmental value measures to clearly illustrate ranking of uses for an area.</p>

If they are to get on our energy consumption bandwagon, we will need a doubling of current energy supply. If that is done using oil it will severely exacerbate Global Climate Change.</p>

<p>The BASEC Steering Committee is comprised of representatives from Eco-Clubs. At their first meeting, the SC chose Caitlin O&#8217;Doherty as Chair. Caitlin was the winner of the Bermuda National Trust&#8217;s &#8220;Young Environmentalist of the Year&#8221; Award for 2008.</p>
